By default, the tool shows people with a final order of deportation, and with no reason preventing their removal (these can be turned off by a user of the tool). For special operations, the guide says those filters may need to be removed “to display all targets within a Special Operation dataset.” Palantir did not respond to a specific question asking if this undercuts the idea ELITE is a targeted, rather than broad, tool."
