So I assumed it was referring to some particular stupid "AI" "safety" practice.
I should have been more explicit in expressing my confusion.

Rm is a deleting command
rm -rf / would forcefully and recursively delete everything

It's basically "I made the robot unable to physically touch the shredder so it can't destroy every files in the building.
-but it still can use the universal remote controller you gave it to shred every filles"
