Not sure about "best" (based on which metric). Contenders would arguably be also i.e. Battlestar Galactica (the remake), Babylon 5, X-Files, Outer Limits, ...Though, if I had to pick one, definitely, Red Dwarf, best ever.

Though genre-wise, I am more into cyber-punkish GITS:SAC - it touches on quite a number of topics, which seem to become more relevant still in our life-time.
