This plan is Harry Potter part 4 levels of nonsensical.
The villain waits by the side of the road for _just the right guy_ to pick him up at _just the right time_. He straps an explosive device on him and tells him he has 30 minutes to speed 30 miles across town, get up to his office, find a key in the drawer, place the explosive in the drawer, and get away (optional)
If you wanna come up with a scheme like that, make sure it has the maximum amount of things that can go wrong
