Sorry random swiss regulations win dump:
Surprisingly Switzerland is mostly sane when it comes to recognizing natural infrastructure monopolies.
Example: Actual cables are state/non profit - everyone shall have access at the same price. Competition is about services and not who owns the cable to your house.
Not perfect in RL, but the goal and idea is spot on.
